It's a shame you didn't get a chance to ask the follow-up. A less fishy answer might be that the float mechanic from Mario 2 is a good bit different than the jump mechanic and would require a good bit of extra programming and that they didn't think of a good alternate mechanic to make Peach interesting. I think that's still a fairly lame answer, particularly if there's multiple Toad characters. I'm assuming they didn't throw in a female toadstool either.
